Light Where It Pays

LUX-ROI. A presentation to the Municipal Council.

The question

At what hour do your residents
stop being worth lighting?

Until today the answer has been a timer and a feeling. We replace the feeling.

Two costs
A lit streetCosts money every hour it burns. The invoice is exact and arrives monthly.
A dark streetCosts money only when something happens on it. The estimate is wide and arrives in court.

One side of the ledger is hard. The other is ours to set.

Three inputs
Price of electricityPer kWh, per hour, from your tariff.
Value of a statistical life$13.7 million in the United States. $0.67 million (2.6 million PLN) in Poland. The council picks one.
What darkness causesShare of night incidents attributed to the absence of light. From a few percent to none. The council picks one.
What the evidence says
62 English and Welsh authoritiesswitched off or dimmed lights at night. No evidence of a change in night-time collisions. No evidence of a change in crime.
Clock change, United StatesAn extra hour of evening light: robberies fall 7%.

The model incorporates both findings. It recommends switching off earlier.

One street, one hour
Light: 40 lamps × 70 W × $0.25/kWh = $0.70 per hour
Harm: 40 lamps × 4.8 x 10-8 fatal incidents per lamp-hour × 3.0 (18:00 activity) × 50% attribution × $13.7 million = $39 per hour
Light pays when a life is worth $244,000 at 18:00, and $3.67 million at 02:00.

Same forty lamps. The hour is a property of the parameters, not of the street.

Implementation
1. DiagnosisWe establish that you light sub-optimally. You do.
2. RecommendationStreet by street, to the minute. Uploaded to the controller and to Annex 7 of the budget resolution.
3. Compliance auditSeparate fee. We check that you switched off as told. Skip it and the outcome guarantee lapses.
Who goes dark first

The poorer district.

Losses counted in money favour the wealthy street: the car is worth more, the lost income is worth more. Losses counted in incidents favour the poor one. The model supports either unit.

The choice of unit is the last decision left to this council. We recommend making it quietly.

Premium Citizen

For districts whose residents
feel undervalued

A district council may purchase an elevated value-of-life coefficient. Switch-off moves later by up to ninety minutes at the standard tier. Renewable annually.

Included: Legal Shield
DocumentationThe decision was objective, data-driven, and taken by an algorithm rather than by anyone in particular.
Certificate of Model ComplianceIssued for every incident after dark, confirming it occurred in an economically justified hour.
Learning by verdictDamages awarded are entered as the cost of the incident, raising the district's value of life for next year.

Legal Shield does not cover model error. The model does not make errors. Reality departs from the assumptions.

Share of the bill before the model is applied. The bill falls. The share does not.

The model does not make political decisions.

Parameters do.

Next step

Request a diagnosis

We will establish that you light sub-optimally, tell you when to stop, and certify every subsequent incident.

Move the sliders yourself. The model is public; the darkness is yours.
